The Bush administration announced that it wants to divert $3 billion dollars from reconstruction work in Iraq towards security measures.
Republicans on the Senate Foreign Relations committee said that is a sign that the American campaign in Iraq is in serious trouble.
Pay attention
Anybody paying attention knows the campaign in Iraq is in serious trouble. I think it is safe to include Bush among those paying attention. You can see it in his eyes and the way he is sweating of late.
